Abstract

The article substantiates the problems of state and public management of general secondary education institutions in the conditions of decentralization of power and identifies its promising areas of development on the basis of partnership. It is specified that the state and public management of education is a process of combining the activities of state and public actors in the interests of man, society and government. It is established that public administration of general secondary education institutions as active socio-pedagogical systems will be effective when the state and the public become equal partners and work for significant changes in the goals, objectives, content and results of management. It is argued that the main feature is established contacts, which are determined by joint activities and include: communication (exchange of contacts), interactive action (exchange of actions), social perception (acceptance and understanding of the partner). It is determined that the essence of the partnership is in the established relations on appropriate and equal terms between the basic institution of general secondary education, as well as other institutions, students and their parents, employees and members of the local community, members and sponsors, representatives of cultural and educational institutions and various public associations, authorities and local governments, representatives of private and non-governmental sector to identify ways and directions of cooperation for the successful joint solution of important issues of life and development of the educational institution and all partners. It is proved that the main argument for the prospects for development of public administration of the school is the transition to partnerships, which are enshrined in the regulations established between the components of the full organizational structure of the management of educational institutions.
