Abstract
The concept of assessing the quality of training in institutions of professional higher education - a system of theoretical and methodological and scientific-methodical ideas, provisions and principles of assessing the quality of training, which has its purpose, objectives, objects and subjects of assessment, methods and means of implementation, are based on systemic, competence, personal-activity and qualimetric approaches, which are the basis of the methodological system of assessment of this quality. The purpose of the concept of assessing the quality of training in vocational higher education institutions is to substantiate the methodological system of assessing the quality of training in relevant educational institutions. Objectives of the concept of assessing the quality of training in vocational higher education institutions: improving the level of professional readiness of teachers of colleges and technical schools to assess the quality of training in vocational higher education institutions; identification of the formation of educational results (competencies) with the help of means of control in students of institutions of professional higher education; introduction of a methodical system for assessing the quality of training of specialists in institutions of professional higher education; assessment of objective valid, reliable methods, forms and technologies of students 'competence achievements at all stages of students' acquisition of these competencies according to the developed criteria; accounting (fixation) and publication of the results of the formation of educational results (competencies). The leading idea of the concept is to state that the introduction of a developed, substantiated and experimentally tested methodological system for assessing the quality of training in vocational higher education institutions will have a positive impact on the training of specialists in these institutions. The objects of quality assessment of training in vocational institutions of higher education, which are covered by the concept are: methods and technologies for assessing the quality of training in colleges and technical schools that meet the requirements of validity, reliability of methods and tools and provide objective diagnosis of students' competencies ; content, volume, level of student workload, state requirements for the level of training of future professional junior bachelors. The subjects of the process of assessing the quality of training in vocational higher education institutions are teachers who implement the concept, and students - future professional junior bachelors.
