Abstract
The article deals with the scientific and methodological principles of implementing an effective management system for the development of vocational (vocational-technical) education in the modern conditions of modernization of education and decentralization of administration, the establishment of state and public administration in the education of Ukraine. The main reasons that influenced the state of affairs in the field of vocational (vocational-technical) education. The condition of effective education management is a balanced distribution of powers, rights and responsibilities of education and science bodies at the national and regional levels, regulation of the mechanism of relations between the executive authorities and self-government in order to ensure the functioning of both the education system as a whole and the specific institution of professional (vocational) in the conditions of decentralization and social changes in the formation of the state educational policy, educational, research, methodical, financial and economic her professional activities of institutions (vocational) education within the powers set by law. The fact that recently adopted and discussed a number of legislative and regulatory acts on vocational (vocational-technical) education, which regulate the activities of institutions of vocational (vocational-technical)education and management bodies, indicates the problem of modernization of the vocational education system in Ukraine and its recognition. In the new socio-economic conditions, the modern system of educational management is gradually acquiring the characteristics of public selfgovernment and the state-public model of government, which should ensure the transition of Ukraine to a post-information society. At the same time, the modern system of management of vocational (vocationaltechnical) education should provide accelerated advancing innovative development, as well as create conditions for recreation of socio-cultural environment for development, self-affirmation and self-realization of the person throughout life. At the same time, scientific and theoretical substantiation of the statepublic model of management in the institution of professional (vocationaltechnical) education and development of recommendations on the implementation and development of effective management in vocational(vocational-technical) education as a priority of state educational policy of Ukraine in modern conditions of education modernization and decentralization of management. The article deals with the issues of decentralization and optimization of management of vocational (vocational-technical) education in modern socio-economic conditions and attempts to analyze the scientific understanding of the concept, content and principles of public-public administration in the field of vocational (vocational-technical) education;the scientific and methodological foundations of state-public management of vocational (vocational-technical) education institutions are investigated,the essence and features of introduction of public self-government and state-public administration in the activity of the modern institution of vocational (vocational-technical) education are considered; the essence and peculiarities of introduction of public-private (public-private) partnership in the field of vocational (vocational-technical) education are considered; the state of interaction and relations between the central and local executive authorities and self-government, the distribution of powers between the center, the region and the institution of vocational (vocational-technical) education, the main subjects of state-public administration of the institution of vocational (vocational-technical) education, are analyzed conceptual principles of centralization and decentralization of management, the advantages and disadvantages of decentralization of management have been identified; a new organizational model of implementing an effective system for managing the development of vocational (vocational-technical) education in modern conditions is proposed and substantiated; the possibility of institutionalization of processes of decentralization of management in the field of vocational (vocational-technical) education and creation of appropriate mechanisms for their realization are investigated and conceptual bases of the ways of solving problems in the sphere of management of institutions of vocational (vocational-technical) education of Ukraine are proposed.
