Abstract
Active permanent development of infocommunication technologies and computer development has formed the impetus for the development of a society built on the transmission, processing, storage and use of various information, respectively, called information, or post-industrial society. Civilization is on the threshold of a new era in it's development, when needs of millions of people in new knowledge and skills, in continuous learning and self-learning, in habits to respond dynamically and quickly to new information, process and use it in various spheres of life, develop thinking, increases significantly and prove their undeniable social and personal relevance.
