Abstract

Introduction. The article highlights the results of research on the theoretical foundations and practice of forecasting as one of the functions of management. The author focuses on the role of the forecasting function in managing the development of educational institutions in the context of reforming the educational system of Ukraine and global challenges. The effectiveness of educational reforms depends on the ability of heads of educational institutions to anticipate the consequences and results of changes in the educational environment and the organization of learning. An important task of Ukrainian education is to prepare the heads of the educational institutions to carry out management activities in conditions of change. The aim of the article is highlighting the results of theoretical and practical research on the nature and content of the forecasting function of the head of the educational institution in the face of changes in the educational system. Methods. The study uses the method of analysis of scientific papers on the basics of management and legislation of Ukraine; qualitative methods included questionnaires and interviews with the heads of the educational institutions who improved their skills in the Education and Law Management Department of the State Higher Educational Institution "University of Educational Management" of the NAES of Ukraine. Results. The author defines the essence of the forecasting function of the head of the educational institution. The forecasting function is the ability of the head to forecast the state of the internal environment of the educational institution and external factors influencing its development, to apply forecasting methods in management and to develop forecasts. The content of the forecasting function in this study is considered as a system of components: conceptual – scientific approaches, principles and goals of forecasting; scientific-methodical – methods and means of forecasting; normative – normative-legal documents regulating the management of an educational institution; organizational-procedural – forecasting procedures. The author describes the forecasting methods used in the management of an educational institution. The questionnaires and interviews, conducted among the participants of advanced training courses (48 managers were interviewed), allowed us to conclude that 52% of the heads of the educational institutions carry out forecasting activities mainly at the intuitive level. Perspective work plans and concepts of the educational institution development are formed on the basis of personal experience of the head. This situation does not provide the reliability of forecasts for the development of the educational institution and anticipation of the opportunities and problems in its functioning. Originality. For the first time, attention is focused on the need for professional training of heads of educational institutions to forecast the development of educational facilities, including educational institutions and the educational environment. This is especially relevant in the context of reforming the education system and the need to find ways of the organization of learning caused by the COVID-19 pandemic. Conclusion. The material of the article makes it possible to conclude that the modern reform of Ukrainian education and changes in the educational environment require the application of new approaches to education management and new methods and technologies in the organization of education and management of educational institutions. Of particular importance is the ability of heads of educational institutions to anticipate the consequences of reforms and prevent risks and problems that arise in the reforming process. This necessitates conducting the professional training of heads of educational institutions to use methods of forecasting and development of forecasts, strategies and long-term work plans. Implementation of the forecasting function of the head in the management of the educational institution will allow to provide the results of the reform of Ukrainian education, which aims to 1) ensuring a new quality of education at all levels: from preschool education to higher education and adult education; 2) creating a safe and effective educational environment; 3) ensuring the competitiveness of Ukrainian educational institutions.
