Abstract
Analytical materials (preprint) are devoted to the problem of development of scientific and pedagogical potential of universities of Ukraine in the context of expansion of institutional autonomy. Based on the analysis of domestic and foreign scientific works, by the authors were identified and substantiated the theoretical bases (hypotheses, patterns, trends, principles) of the development of scientific and pedagogical potential of Ukrainian universities. It was proposed the development of the scientific and pedagogical potential carry out by the levels (institutional, personal) and the components (intellectual, emotional, spiritual). The innovative pedagogical technologies (supervision, telemonitoring, situational training, etc.) of development of scientific and pedagogical workers were substantiated. The approaches to the evaluation of scientific activity of scientific and pedagogical workers in accordance with the concept of bibliometrics and the concept of excellence in higher education and research were specified.
