Abstract

The review articleanalyzes the legal basis for professional development of teachers of educational and methodological centers of civil protection and safety of life. The authors considered separate articles of the Constitution of Ukraine, which ensure the right of everyone to free development and education, as well as a number of laws of Ukraine: «On Education» (2017), «On Higher Education» (2014), «On Professional Development»(2012). A critical analysis of sectoral regulations on the professional development of specialists in civil protection and training in the system of postgraduate education has been performed. The article presents statistical data on advanced training on the basis of institutions of higher and postgraduate education of civil defense. The authors pay special attention to the study of the features of professional development of qualification of pedagogical workers of educational and methodical centers of civil defense and safety of life in the system of advanced training. The authors offer a thorough analysis of the specifics of their activities, which is determined by the provision of functional training of management and civil defense professionals in accordance with the state order and contractual obligations for local executive and local governments, enterprises, institutions and organizations. The list of services provided by pedagogical workers of methodical centers of civil protection and safety of life has been considered. The range of professional interests of these specialists, related to the implementation of the needs of citizens in vocational education, mastery of working professions, specialties, qualifications in accordance with their interests, abilities, health status has been specificated. The authors provide conclusions on the legal basis for the variability of professional development of teachers of methodological centers of civil protection and safety of life.
