Abstract

The article examines the impact of public opinion on public policy. Due to the fact that public opinion acts as a tool of politics, opinion polls can be considered an integral part of the political process. In a democratic society, there must be mechanisms for public control over the activities of the authorities. The effectiveness of such mechanisms is determined, first of all, by the level of openness and transparency of the government by informing the public about its activities. Transparency of power is one of the fundamental principles of the rule of law in which public participation in the formulation and implementation of public policy is ensured, its impact on all stages of the state decision-making process, as well as open access to full objective and reliable information held by the authorities (public information). It is noted that the effectiveness of public information on the activity of the authorities depends on its effectiveness. The stages of formation and development of organizational forms of public relations management in Ukraine are determined. With their formation and development, public relations involves building a trust in a phenomenon, project or personality. This is where their main task is determined. Lack of trust nullifies the rest of the effort because no group, company, state or society as a whole can live without an external network of trusted relationships. The essence of public relations has been established as a function of public administration. The main purpose of public relations is to create a favorable external and internal environment. This is necessary for the successful operation of the public administration body and for the desired behavior and public support of the public authority. The ways of increasing the effectiveness of the activities of public relations services and the recommendations for improving their work are determined by the fact that the effective activity of such services in the authorities is possible by observing the following methodological principles: related techniques, methods and procedures); adequacy (correspondence of the subject, technology of activity of services to the purpose and tasks of the authority); predictability (correspondence of content and results to a promising model of regional development, taking into account changes occurring in the external environment); flexibility of technology (the external environment is variable, because it is influenced by many factors, so the activities of the services are accompanied by a constant technological adjustment, carried out at a new qualification level). We have identified the key role of media relations as a tool for improving public relations. Mass communication is an important social and political institution of modern society, fulfilling the functions of: ideological and political influence, support of the social community, organization, information, education and entertainment. Public relations professionals in general and press professionals must, first and foremost, clearly regulate the relationship between their organization and the media, and maintain the information balance of bilateral information interaction. Moreover, it should be noted that both the mass media and organizations (in our case, local authorities) are interested in supporting such interaction. Scientific and practical recommendations for improving the directions of development of interaction of public authorities with the public in the sphere of public administration are theoretically substantiated and developed.
