Abstract

This publication was prepared by the author's team of the Department of Higher Education Economics of the Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine based on the results of research "Mechanisms for expanding financial autonomy of higher education institutions in Ukraine" (2018-2020). The monograph substantiates the principles of financial autonomy of higher education institutions of Ukraine in accordance with the theories of modern economy (primarily neo-institutionalism) and methodological provisions of international and national regulations, some provisions of which are regulators of institutional, economic (including financial) autonomy institutions of higher education.It is emphasized that the implementation of the mission of higher education in the public life of Ukraine and improving the efficiency of public funds that society directs to the development of higher education in Ukraine is possible provided that the mechanisms of expanding financial autonomy of higher education institutions in Ukraine are harmonized with international.A significant number of terms and their definitions on the activities of higher education institutions in a modern market economy (in particular, the institutional autonomy of higher education as an institutional unit; service in higher education; market services in higher education; the main features of institutional autonomy of higher education; basic mechanisms for regulating the boundaries of institutional autonomy of higher education institutions). It is recommended to introduce the List of indicators for measuring the results of economic activity of higher education institutions of Ukraine as one of the mechanisms for expanding the boundaries of their institutional autonomy.The monograph will be useful for higher education institutions, ministries and departments subordinated to higher education institutions, public authorities and local governments, researchers of higher education institutions in a modern market economy.
