Abstract
The publication highlights the problems of theoretical understanding and practice of regulating political life in modern Ukraine in terms of socio-political reforms. It is noted that the vast majority of declared and even initiated reforms have not yet become a consolidating factor of social development, an effective tool for positive change. It is shown that the main obstacle to Ukrainian reforms is mostly not a foreign but a domestic political factor. Among its main features: the unconsolidation of elites, corruption, permanent, uncivilized (in many respects - immoral) struggle of oligarchic clans for power, consumer attitude to its possession. As a result, Ukraine has received an imperfect and contradictory "policy of transformation" as a result of many years of trial and error. The necessity is proved, the ways of development and realization of strategy of social development are offered. It is emphasized that the cohesion of society and the level of its value-oriented unity is determined not only by the scale of the goal, but also by the coordination of ways to achieve it. In this sense, it is extremely important to demonstrate the unity of political elites, a broad and open discussion of problems and areas of crisis management, in particular, in the socio-economic sphere. Involving citizens in the decision-making process, constructing socio-political reality, on the one hand, can unite efforts, on the other - to strengthen the responsibility of government and civil society to achieve the goal of development.
