Abstract
Based on a theoretical analysis of the problem, it was found that school education reforms, in particular, the idea of Ukrainian school development, were not implemented earlier due to the formed educational policy of governments, unwillingness of both components of public administration - government and the public - to co-government and the educational community. to democratic change, as well as society as a whole.
