Abstract
The article proposes the author's version of a retrospective analysis of the activities of the Ministry of Education and Science of Ukraine (hereinafter - MES) in the field of general secondary education in 2005-2007, when Stanislav was the minister Nikolaenko. We regard the activities of the Ministry of Education and Science as a reflection of the state policy of Ukraine. This article is a chronological continuation of previous studies of the state educational policy of Ukraine at the time of independence. The main research method is the historiographic analysis of legislative, documentary, scientific, journalistic sources, reflected on the basis of the historical and genetic approach, system analysis, which allows the study of educational policy in its entirety. Comparison method is also a tool for interpreting changes in educational policy. Based on the studies already carried out, it is substantiated that in the history of the state educational policy of Ukraine in the first decades of independence, two periods of strategic reforms can be distinguished. The first (1991-1993) is the choice of a strategy for the development of a national one in terms of content and spirit of education, which also provides for a change in the educational paradigm of school education (transition from knowledge paradigm to personality-oriented). The second (1999-2002) - the proclamation of the European integration strategy for the development of Ukrainian education and the development of the paradigm of child-centered education. It was found that, despite on changes in political power that affect the development of state educational policy, the period of activity of the Ministry of Education and Science under Minister S. Nikolaenko should be characterized as moderation in reforming and effectiveness in continuing the renovation changes in the field of school education already outlined by the predecessors. We consider the purposeful implementation of painstaking, routine work, which is so necessary for the consistent organization and progressive development of previous strategic initiatives, to be the most decisive in the activities of the Ministry of Education and Science in general education schools. At the same time, in 2005-2007. In the policy of the Ministry of Education and Science, the vector on the development of the national school (the influence of the Orange Revolution) and on the health and safety of education (the influence of European experience and the deterioration of the demographic situation in the country) has been significantly increased.
