Abstract
Human capital is a set of qualitative characteristics of a person, collective workers, employed population, reflecting the ability to work, educational and professional development, the realization of those who work in income, helps to increase the competitiveness of businesses, the country as a whole, and on this basis - achieving the price of quality human development. The quality of human capital contains a set of the following characteristics: health, life expectancy, employment, access to education, modern knowledge, change and navigation, ability to retrain, adaptation to change, mobility, etc., which allow to best realize the labor potential of the market labor, offering progressive changes in economic development, income. Elements of human capital are socio-demographic (age, gender, nationality in particular) and psychophysiological characteristics (health status, practicality, resistance to a particular activity, type of temperature relationship); also qualified indicators (education, specialty, level of professionalism, practical experience, etc.) and personal qualities (value, stability to work, motives of behavior, creative abilities, creative activity, etc.).
