Abstract
The article is devoted to the search for approaches to determining the didactic and methodological requirements for the development of tools for the final examination of primary school graduates. The paper presents a retrospective analysis of the formation of the state final attestation as a special type of control and evaluation of learning outcomes of primary school pupils. Didactic goals are formulated, the leading functions of the state final attestation are defined and characterized – diagnostic, normatively-corresponding, managerial, informational, prognostic. The author revealed a contradiction between the current normatively defined goals of the state final attestation and the traditional model of resource-organizational support; it was concluded that its solving requires additional solutions to fill the resource case not only with diagnostic work for pupils, but also with the tools of educational management. Indicators of quality of education are determined that can be successfully identified and measured by current approaches to the organization of state final attestation. Based on the interpretation of the experience of international monitoring studies, the stages of the state final attestation are determined: making a strategic decision on conducting; designing the content of work and its implementation; creation of assessment tools (cognitive materials, instructional and technological guidelines); performance by pupils, analysis and generalization of results in an educational institution; forming conclusions and making management decisions. Methodological aspects of toolkit development in terms of content dimension, based on the content of the subject, and cognitive dimension based on the classification of educational goals are revealed. Attention is paid to the conformity of the degree of complexity of the diagnostic task to the level of assimilation of educational material provided by the educational program. The acceptable formats of tasks for final examination are substantiated, the expediency of dominance of tasks of open type with the expanded answer is emphasized. Prospects for further development of scientific research are identified.
