Abstract
The authors presented the monitoring research methodology analysis in school education as an initial stage of the approach to understanding the essence and main trends in global practices to improving the quality of education. Different countries have different approaches to the organization of governing bodies of the system of evaluation and quality control of education. The systems of estimation of education quality in the countries of America, Europe and Asia are considered in the article. The diversity of estimation structures contributes to the development of a system for assessing the quality of academic achievement and the quality of education in general and requires systematization and serious study of the content of activities. The scientific substantiation and development of quality estimation systems for education are especially important. The experience of foreign countries shows that accreditation systems, the use of methods for evaluating the activities of educational institutions, apparatus and means of pedagogical measurement allow to effectively manage the educational process and to make effective management decisions that improve the quality of education. The authors systematize different approaches to control and evaluation activities in the education systems of different countries, formed trends in the development of monitoring research in world educational practice, which are relevant for the current Ukrainian educational situation as well. Particular attention is paid to generalizing the world experience of PISA worldwide assessment and clarifying the main features of the program in Ukraine. The experience of European countries’ participation in the Programme for International Student Assessment is summarized, the impact of its results on the reform of national school education systems of the participating countries is highlighted. Emphasis is placed on the fact that the purpose of the PISA programme is not so much to assess the quality of learning elements of the content of education, but primarily to identify the levels of formation of certain life competencies of students.
