Abstract

The publication was prepared by the author's team of the Department of Higher Education Economics of the Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine based on the results of the study "Mechanisms for expanding financial autonomy of higher education institutions in Ukraine" (2018-2020, stage II). Recommendations for higher education institutions of Ukraine on mechanisms and tools for expanding financial autonomy of universities are the result of research and practical activities of scientists of the Department of Economics of Higher Education of the Institute of Higher Education of NAPS of Ukraine to implement measures aimed at developing financial autonomy of Ukrainian universities,within the framework of the Laws of Ukraine “On Higher Education” and “On Education”, other normative legal acts regulating primary and secondary economic activities of free economic zones as institutional units providing services in the field of higher education in market conditions and in terms of integration in accordance with provisions of the Association Agreement between Ukraine and the European Union. The author's team hopes that the recommendations presented in the publication will be useful for various target audiences - as managers, teachers and students of free economic zones, as well as researchers and experts in the development of higher education.
