Abstract
The abstracts describe the historical and pedagogical conditions for the formation of external independent evaluation in Ukraine. If at the initial stage the introduction of external evaluation was considered exclusively as a tool for qualitative improvement of the mechanism of admission of a high school graduate to a higher education institution, today it is a tool for assessing learning outcomes obtained at a certain level of education. At the same time, external independent evaluation of learning outcomes of applicants for complete general secondary education is used for admission to higher education institutions on a competitive basis.
