Abstract

This article represents an analysis of two strategies for the development of the universities of the Republic of Poland until 2020: local and expert. Their strategic objectives are analyzed and the main one is distinguished. The features of construction and implementation are described within the largest universities strategies of the Republic of Poland. The strategies of the University of Warsaw, Krakow Jagiellonian University, Maria Curie-Skłodowska University and Lublin Polytechnic University posted on their official sites are analyzed for this purpose as well as the results of the questionnaires among the scientists of the above-mentioned institutions of higher education. The phases of development strategies of Polish universities are described. The development of the university was established to be possible in the presence of two basic conditions: the availability of strategy and competent strategists who can use a development strategy and take an active part in its implementation, otherwise the development strategy remains only a well thought out tool without the possibility of its impact on university processes which envisage its development. At the same time in order to achieve the final result improving the quality of the university activities, the quality of education in whole and provision of educational services, such strategies and competent strategists should be at each structural level: faculty, institute, department. The structure and content of university development strategies are considered. The mechanism of the creation of the working group is described for the development of the university strategy and its structure is analyzed. The strengths and weaknesses of the university strategies of the Republic of Poland were identified and recommendations for adjusting their weaknesses were elaborated. The peculiarities of the strategic management of professional development are described among faculty members within the management departments of several Polish state universities as well as the peculiarities of the strategic management among the lecturers of professional development within management departments in its relation with the strategy of university development. The strategy of teachers professional development of university management departments is considered as actions and decisions related to teachers who correlate to the development strategy of the department, institute, faculty and university and have a long-term impact on the professional development of teachers within management departments and also a great importance for ensuring the quality of education and future of the university.
