Abstract

Changes in the interpretation of the concept of "educational policy" during the 1990-2010 years in the discourse of education and science in independent Ukraine are revealed, which must be taken into account in analyzing the phenomenon of educational policy and its evaluation. The key actors that determined or did not influence the formation of secondary education policy in the period under study were named.
