Abstract
The essence of the concept "approach" is defined and generalized, as the orientation of the teacher or the head of the educational institution, which encourages the use of a certain set of interconnected concepts, ideas and methods of pedagogical activity. It is proved that most often the activity of the leader (teacher) is built on the basis of not one, but several approaches. Based on the historical analysis, the significance of the concept of "paradigm" as a scientific theory, embodied in the system of concepts and defined as an ascending conceptual scheme, model of problem statement and their solution, as well as research methods prevailing during a certain historical period in the scientific community. . Among the most relevant is the trend of formation and development of the management paradigm of the educational institution and other structural units in education. It is determined that the change of paradigm of management and development of vocational education institution is influenced by modern economic theories, which play a significant role in the development of world intellectual achievements and in the study of national economies. The concept of "paradigm in pedagogy" as a stable (one that has become habitual) point of view, a certain standard, a model in solving educational and scientific problems is studied. The achievements of scientists on new trends in education are considered. The concept of "management" as a pedagogical phenomenon is investigated. The analysis of the influence of paradigmatic transformations on the quality of managerial processes in education is carried out. The concept of "innovation" is analyzed and it is established that one of the indicators of quality education is the indicator of innovative activity of a vocational education institution. It is proved that in the West, innovation in education is exclusively the commercialization of knowledge, where the consumer "votes" for innovative development (specific product), educational service (training, level of training) with his money, which becomes the result.
