Abstract
The essence of the notion of the quality educational services on the example of the experience of the European Fund in a Quality Management is highlighted in the article, in particular the model of perfection. Different systems of quality assessment of professional training are analyzed, the basis of the criteria of the quality professional training of specialists is determined by fixing the stable and universal abilities necessary for each profession, in every economic system, and skills of more specific, corresponding to a certain stage of development of technologies oriented on the chosen profession, economic branch. A comparative analysis of the key top-level personality skills necessary for a successful career in 2015 and 2020 is conducted. The main tasks of the educational reform in the European Union are considered and the fundamentally new approaches to educational models are highlighted ,based on social and business partnership, the continuous adaptation of the education system to labor market requirements, in particular dual system of education, active participation of social partners and advisory bodies, uniting of all stages of obtaining education with professional improvement, support for professional improvement of employment organizations, etc. The essence of the notion of quality education and the main factors that provide it in the conditions of market relations, according to the principles of total management are determined.
