Abstract
In the theses it is established that N.K. Patkanova sought to assert the right of a deaf child along with the existence of hearing children. It is shown that the Kiev shelter school for deaf-mute children, thanks to the energetic activity of Nina Konstantinovna, developed quite quickly. It is proved that a special kindergarten for deaf-mute preschoolers was created for the first time in Ukraine at the Kiev school. This is what puts her in an extremely advantageous position in comparison with other similar institutions of pre-revolutionary Russia.
