Abstract
Development of modern technologies and methods to develop the competences in education for students with special educational needs is impossible without creation of scientifically grounded theory of educational and cognitive competence. Moving towards solving this issue, the article presents the author's model of educational and cognitive competencies structure as an attempt to integrate them into a united model based on the natural organization of cognition process. The model takes into account that the personality simultaneously manifests itself at different hierarchical levels of organization in a large system of people – society, and therefore two aspects of cognitive competence must be distinguished: the biologically determined aspect of cognitive activity and its socially determined social aspect. It also established the need to identify the three components of educational and cognitive competencies in both aspects, based on the global functions that the human brain performs (and which are reflected by Luria O.R. in the three functional blocks).
