Abstract
In the abstracts, the problem of accessibility of education and the reasons for its violation during the transition to the inheriting levels of education are updated. The advantages and disadvantages of externally independent assessment as an effective tool for conducting state final certification of high school graduates and the successful implementation of the policy of equal access to education in Ukraine are revealed. It is argued that the mechanism of external independent assessment of gymnasium graduates will successfully overcome the influence of negative factors of various origins (socio-economic, cultural, psychological and mental) on the results and the procedure of the state final certification of schoolchildren.
