Abstract
The article discusses approaches to the formation of the public policy of ensuring equal access to education in Ukraine, analyzes the essence and characteristics of the main types of accessibility of education (physical, financial, territorial, economic, intellectual) as indicators of the effectiveness of the public policy of ensuring equal access to education at different educational levels. The notion of ensuring access to education is revealed in the context of the protection and violation of the human right to education. The main groups of risks that threaten the successful implementation of the public policy of ensuring equal access to education have been identified and characterized, namely: risks that caused by political instability, risks of demographic, cultural, socio-economic, psychological and mental character, rrisks associated with lack of competence managerial staff at the level of united territorial communities, risks associated with inequality in the quality of educational services by territorial character and size of the settlement. The analysis of identified risk groups allowed the author to substantiate the feasibility of developing an active public policy of counteracting restrictions on equal access to education to instead of a modern policy of ensuring equal access to education. The content of new legal documents in the sphere of regulation and development of the education sector was evaluated, the results of the implementation of the reform of decentralization of power were analyzed. The conclusion is made about gradual qualitative changes in the formation of mechanisms for implementation of the public policy of counteracting the restriction of equal access to education. In order to implement this policy, the author proposes a set of mechanisms, tools and measures (political, legal, financial, economic, social, psychological and mental) that provide resistance to the limitation of the right and opportunities of a person (child) to receive educational services.
