Abstract

The article is devoted to description of the model for the development of teacher’s civic competence in an information learning environment (CBLE). The documents of the Council of Europe and other international organizations are analyzed and the main approaches to the development of civiс and digital (information and communication) teacher’s competence are summarized. The Digital Competence Framework for Citizens (DigComp 2.0.) was used for the elaboration of the approaches to the development of the computer based teaching environment for teachers and for the proposals to the Ukrainian specialists. The model for the development of teacher’s civic competence with the use of ICT instruments is presented and the main results of its experimental verification in the control and experimental groups are presented. The main elements of the model are: the content, the activities, the technologies. This model was elaborated and tested in 2018-2019, in particular, in the framework of the trainings for teachers, and workshops: "Digital competence of teachers 2018-2019, Kyiv" conducted in the Institute of Information Technologies and Learning Tools of the National Academy of Educational Sciences of Ukraine together with the Institute of Modernization of the Content of Education, as well as on the workshops for the New Ukrainian School curricula developers in the Ministry of Education and the National Academy of Educational Sciences of Ukraine (2018), and series of activities for regional in-service teacher training institutions (Rivne, Kyiv, Poltava). The criteria for the evaluation the level of teachers’ civic competence were developed: cognitive (knowledge), value and motivation (motivation, attitude, and values), activity and reflection (activity and feedback using ICT). Particular attention is paid to the attitude of teachers, school heads and methodologists of the in-service teacher training system regarding the use of information and communication technology (ICT) tools and the creation of the information learning environment in educational institutions, as well as to the possibilities of in-service teacher training system regarding the delivering of the civic education process for the teachers. Prospects for further experimental and comparative pedagogical research are outlined.
