Abstract

Historical foundations are covered on the basis of archival sources beginning in Ukraine (early 1930's) at the state level of systematic scientific research of children with special needs. The activity of scientific institutions (Aug.1940-Aug.1950), which developed the issues of study, education, medical and pedagogical correction and socialization of the deaf, blind, with mental defects of children, is characterized.
