Abstract
Report for the first stage of scientific research "The Methodology of the Open Electronic Educational and Science Systems Use for the Scientific and Pedagogical Professionals' Informational and Research Competence Development". Field of application: educational, pedagogical sciences. The object of the study is the development of information and research competence of scientific and research staff. The subject of the research is the use of open electronic scientific-educational systems for the development of information-research competence of scientific and scientific-pedagogical workers. Purpose of the scientific research: to develop a technique of using open electronic scientific-educational systems for the development of information-research competence of scientific and scientific-pedagogical workers. Research Methods - A systematic approach to information selection, phenomenon study, interconnection and interdependence detection, trend detection, presentation of a holistic picture of the subject under study, generalized scientific and pedagogical experience based on common scientific methods of analysis and synthesis. The analysis of philosophical, psychological-pedagogical and methodological literature of domestic and foreign authors, normative-legal documentation, scientific and special literature, study and generalization of domestic and foreign experience of using electronic scientific-educational systems for the development of information and scientific research competence , study of the results of international monitoring studies, normative documents of international organizations, diagnostic methods (questionnaire s). Main results of Stage I (01.01.2018-31.12.2018) of scientific research - analytical and ascertaining: the conceptual and terminological apparatus of the research is defined; the domestic and foreign experience of using open electronic scientific and educational systems for the development of information and research competence is analyzed; defines common approaches to the use of open electronic R&D systems in R&D, namely: open log and conference systems, open institutional repositories (ePrints e-libraries), cloud academic services (Google Academia, Google Apps for Education , Google Docs, Google Analytics, etc.), open systems of identification and creation of personal profiles of researchers (DOI, Researcher ID, Scopus Author ID, ORCID), systems of management of scientific bibliography (Web of Science EndNote Web, etc.), information-analytical portals c, rating national and international systems (“Bibliometrics of Ukrainian Science”, Educational Resource Information Center, etc.), systems for identifying coincidences / identities / similarities of texts, in particular eTXT Anti-plagiarism, Advego Plagiatus, Viper Anti-Plagiarism, Unichek; criteria for evaluating scientific periodicals for inclusion in leading international scientometric databases; criteria and indicators for assessing the ICT competency of researchers for the use of electronic open journal systems in scientific and pedagogical research. General conclusions about the implementation of Phase I of the study: analysis of domestic and foreign experience of using open electronic scientific-educational systems for the development of information-research competence of scientific and scientific-pedagogical workers allowed to determine common approaches to their use and to identify systems that improve the quality of scientific and scientific- pedagogical activities, support scientific research and promote integration into the global information scientific and educational space. The main criteria for the selection of electronic science education systems are: their openness, functionality and suitability for use in higher education institutions and institutions of Ukraine.
