Abstract
In the thesis it is proved that the purpose of education of the studied schools in 1991-2000 was declared on equality of acquiring by pupils of knowledge, skills and skills, for which children with special needs were provided with special educational and auxiliary literature, auxiliary technical means. The level of their psychophysical development was taken into account when completing groups by types of work (lessons of labor training), in the process of creating conditions for overcoming disorders of psychophysical development (including means of medical rehabilitation), mastering program material, developing their abilities, acquiring vocational and labor skills (vocational training), the development of socialization, in particular by creating opportunities for entry into vocational and higher education institutions.
