Abstract

The paper states that during twenty-eight years of Ukrainian independence, education in general and secondary education in particular have undergone many transformations.The education system is also reformed in many countries of the world, in particular, in Great Britain, France, Germany, the USA and other countries. Education reforms are studied by both Ukrainian and foreign scholars. The author of the paper has analysed the publications of some well-known foreign periodicals on secondary education reform in different countries carried out in the second half of the 20th and early 21st centuries in order to study the key issues that the world scientific community is interested in. It was found out that this problem is relevant and significant for foreign scientists and is studied in various aspects. The materials were selected from educational periodicals as well as those that discuss the aspects of allied sciences in order to reveal a wider range of the problems regarding the secondary education reform of that period. The publications were sorted into six groups by thematic principle: general issues on education system reform of a country (history of reforms, steps taken, implementation, achievements and failures, etc.); the analysis of a specific reform project; partial education reforms, that is, the restructuring of a certain part of education system, including improvement of curricula, organisation of educational process, etc.; organisational culture of education reform (structural departments involved in the development of education system; teamwork to achieve successful results, etc.); goals of reform; factors that led to reforms.
