Abstract
In the conditions of decentralization of power and creation of united territorial communities, it is relevant to develop and implement a model of management of the education system of the local community, which would ensure its quality functioning and development. The purpose of the research is defined in the article, which is to scientifically substantiate the effective model of management of the system of education of local community in the conditions of decentralization of power, strategy and tasks, the basic principles that underlie the study, its stages. An important issue of quality work of the school system is the creation and development of a basic (hub) school, the organization and content of methodical work, which can be deployed in several models. Based on the results of the study, the authors conclude that the formation and functioning of the local education system requires clear recommendations for managing it at the local community level, substantiating and implementing a model of such management based on modern scientific principles of functioning of social systems, best European practices of interaction between local community and educational institutions.
