Abstract
Methodological clusters of teachers and school principals can be one of the effective ways of modernizing the postgraduate education system of the local region, a model of managing their professional development, functioning on the public initiative of educators and designed to support such development at the local level. The main principles of methodological clusters should be: voluntary participation, openness, initiative and innovation, rights and responsibilities, active participation, recognition and respect for diversity. Partners of the methodological cluster can be higher education institutions and their specialized departments, regional Postgraduate education institutions; at the level of non-formal and informal education, the cluster can be formed by non-governmental organizations, incl. public, professional, private, and commercial companies. The collaboration of the methodological cluster with partners, which should be based on contractual principles, will create better conditions for the availability of resources for each specialist (educational, scientific, intellectual, material, information, etc.) and will provide freedom of choice in professional development.
