Abstract
The article highlights and analyzes the educational policy of Ukraine in the field of school education, conducted in the early years of independence. The most significant state documents that define the strategic directions for the renewal of education in the spirit of national priorities and human values are characterized. It is proved that in 1991-1994 the leading ideas of the state educational policy were the humanization of education and the closely interwoven with it the need to implement the national idea by means of education and socialization of children and youth. It has been substantiated that the personality of the head of the Ministry of Education, which is both the conductor and the engine of the state humanitarian policy, undoubtedly acquires the value of a personalized factor of changes in the educational sphere. The contribution of I. Zyazyun, who served as Minister of Education in the transition period (1990-1992), is highlighted. He actually started the process of Ukrainization of school education: the creation of Ukrainian school textbooks, the approval of the statehood of the Ukrainian language in all educational institutions, the adoption of a comprehensive program of search, training and education of gifted children and young people "Creative giftedness", legalization of the activities of such types of secondary educational institutions as a gymnasium and lyceum. The contribution of his successor as Minister of Education P. Talanchuk (1992-1994), who could not only intensify the process of Ukrainization of the school, but also made revolutionary steps towards its humanization (the first attempt to replace the final examinations of students) was also determined. His efforts adopted a strategic program (1993) for the development of education in Ukraine in the 21st century. It is shown that already in the first years of Ukraine’s independence, its state policy in the field of education was aimed at creating conditions for the development of the personality and creative self-realization of every citizen, upbringing a generation of people capable to preserve and enhancing the values of national culture and civil society. At the same time, the difficulties of the transition period, in which Ukrainian society was located, and the systemic crisis that engulfed all sectors of the socio-economic life of Ukraine, impeded the construction of an independent state, including the educational sphere.
