Abstract

Democratic changes, the process of decentralization of power in Ukraine needs a new qualitative level of the heads of local education authorities – a person with highly developed professional competence (key, basic and specific competence) for successful professional activity. Development of such competence depends on taking advantages of non – formal and informal education. Special attention must be paid to civic competence (knowledge, skills and behavior) in order to maintain continuing contacts and dialogue with public organizations and to develop state and public administration of education. Practical recommendations and perspective directions for further academic research are developed.
