Abstract
The author describes the issue of special education in this article and presents the problems of development and reformation of special education in Ukraine after 1991. The article analyzes the issues of special education organization, shows the general tendencies and problems in the special education system, emphasizes the importance for its development of scientific researches conducted in Ukraine and also discussed the most common and controversial issues regarding the education of children with special educational needs. The Ukrainian legislation presented by the author educational and current norms in the field of inclusive education indicate that the development of the national education system is possible only in case of continuous improvement of the general and special education system and by removing the existing barriers between them. The article draws attention to the fact that it started on the site. Special education reform in Ukraine requires a deep, comprehensive and creative interpretation of corrective and rehabilitation classes as a social phenomenon.
