Abstract
The thesis states that with the proclamation of independence, an active process of reforming language education in primary school has begun, and there have been significant positive changes in the definition and achievement of the goals of elementary education in Ukrainian. In particular, the idea of practical mastery of languages is put forward, which is, first of all, that the control is not so much the knowledge of the language, but the language skills, namely: to construct sentences different in structure, purpose of expression and intonation; correctly form the word and combine it with others; build phrases, do not violate the pronunciation and pronunciation of familiar familiar words.
