Abstract

The current practice of measuring the results of economic activity of the HEIs of Ukraine is based on the theoretical principles of the Soviet planned economy, according to which the HEIs belong to the so-called «non-productive sphere», do not participate in the production of the social product and national income, and thus they are funded only with the expenditures of the state or local budgets. At the same time, in a modern market economy, the HEIs are the fully legitimate actors that are engaged in several types of economic activity. The results of economic activity (goods and services) have the corresponding volumes in both quantitatively and value terms, and are included in GDP. Based on the National Education Accounts of Ukraine, the author has calculated and provided the volumes of higher education services as the result of the main type of HEIs economic activity in Ukraine during 2010-2015. It is concluded that the methodology of national education accounts does not allow to formulate economic information for measuring the main ending result of the HEIs economic activity - specific services in the field of higher education for the entire normative period of studying in the context of the corresponding degree of higher education (bachelor, master, doctor of philosophy / doctor of arts) and specific specialities. So, there is a need to develop and implement a new Balanced system of indicators of the HEIs economic activity results that would meet the requirements of a modern market economy and based on the analysis of which it would be possible to make underpin decisions to improve of the HEIs efficiency. The definitions of «higher education service as a result of an economic activity» and «scientific research and experimental development service as a result of an economic activity» have formulated on the conceptual basis of the SNA 2008 and the statements of the relevant international and national economic and social classifications. The methodological approaches to development of the Balanced system of indicators of the of the HEIs economic activity results and examples of the names of quantitative, cost and estimated indicators of the main and secondary types of economic activity are offered.
