Abstract

It is established that the network of general educational institutions in the period under study was formed according to the following principles: accessibility for all citizens of all forms and types of educational services provided by the state; equality of conditions of each person for the full realization of his abilities, talent, comprehensive development; open nature of education, creating conditions for choosing a profile of training and education in accordance with the abilities and interests of the citizen; social protection of children.
