Abstract
The school educational policy of Ukraine in the first decade of its independence deserves an ambivalent assessment. Its positive trends should include the direction of education towards humanization, thanks to which the individualization of the educational process and extracurricular work (expanding the spectrum of external and intra-school differentiation, updating and expanding the content of school education in accordance with the needs of society, increasing the role of the psychological component of ensuring individual approach to children and youth). We regard as a positive tendency the continuous imparting of education to a national orientation; formation of a new legislative base, development of the conceptual (theoretical and practical) approaches to the organization of the school education. The controversial and even negative trends that emerged in educational policy in the 1990s have to be attributed to the failure to ensure the proper functioning of educational institutions due to the low level of funding for educational sphere by the state, the formation of a set of unresolved problems in the context of socio-economic crisis. Based on the analysis of the state policy of Ukraine in the field of school education in the first years of independence (laws, decrees, concepts and other documentary materials), we can state that the leading idea of humanizing education was closely intertwined with the need to implement the national idea by means of teaching, upbringing and socializing children and youth. Based on the thesis that the personality of the head of the Ministry of Education, which is both the conductor and the engine of the state humanitarian policy, and therefore undoubtedly acquires the value of a personalized factor of changes in the educational sphere, the activities of 4 ministers of education of independent Ukraine are characterized (1991-1999).
