Abstract
Open postgraduate pedagogical education involves its development through open adult education technologies, open content and open knowledge, system transparency, interoperability of all components, and the availability of conditions for the free entry of subjects into the educational space and the acquisition of quality education without limiting gender, age, nationality and territorial differences. This information society introduces substantially qualitative changes in the methodology of training specialists at all levels of the educational and scientific spheres, since it creates conditions for universal access to global sources of information on the Internet and its automated processing, the birth of an infinite number of initiatives for training and advanced training of a new generation of specialists. In particular, in the system of open education, conditions for continuous lifelong learning, access to knowledge acquisition, matching with the needs and demands of the individual and society, as well as the relationship of participants in educational activities, have been created. The main factor in ensuring the openness of education is its technological capacity, based on the use of digital technologies, Internet resources, distance learning technologies, which provide intensification, continuity and individualization of training. It is transparency that is a key characteristic of the educational process at advanced training courses, which facilitates the orientation of educational content to the listener as a subject of educational activity, taking into account the new trends in the development of the culture of society for the integration of education into social processes. In addition, in the system of formal and informal greetings there is a large number of online training platforms that are available to the general public. Thus, the ideas of openness of education exist on three levels: the system of postgraduate pedagogical education, educational process, educational institution in particular. In the scientific research, a thorough analysis of the ways of ensuring the quality of the educational process of advanced training courses on various models and forms of learning based on open content and educational resources of postgraduate education has been carried out. The basic principles of open education are determined. The indicators of openness of education and the quality of educational process at the courses of advanced training according to different models and forms of education are analyzed. E-learning resources, in particular open source portfolios («Open Sourct Portfolio»), are described as the main component of the open educational environment. Conditions and factors for professional development of the students of advanced training courses in the educational environment of the Virtual Department of Andragogy are investigated. The results of the permanent monitoring of the quality of education (pedagogical and professional) at the advanced training courses for forecasting and designing of educational processes, correction of unwanted disproportions on the basis of the collected information and forecasting of further professional development of specialists are analyzed. The analytical materials were prepared and presented by the author at the meeting of the Academic Council of the Central Institute of Postgraduate Education of the State University «Education Management University» of the National Academy of Sciences of Ukraine (meeting number 1 dated 12.02.2019).
