Abstract
The purpose of the study is to analyze the strategic management of the human resources potential of the universities in the Republic of Poland in relation to the general strategy of a university development. A complex of general scientific and special research methods was used to achieve the set goal and to solve the problems: analysis of documents, scientific sources with the purpose of studying the state of problem development; comparison – to compare the views of different scholars and managers on the matter under investigation; induction and deduction, systematization and generalization – to distinguish common and distinctive features in development strategies and human resource development strategies; problem-prognostic one – for scientifically grounded research results introduction into higher education practice. As a result of the conducted research the levels of strategies are determined, the essence of strategic talent management is clarified, and one-sided and bilateral constraints with the general development strategy are described, three areas of strategic personnel management are considered: functional; instrumental; institutional, as well as four strategic approaches for staff development: situational; process; selective and contractual. The practical value of the study is to apply the theoretical and methodological developments outlined in this research into the practical process of executing strategic talent management of both Ukrainian and Polish universities. Having analyzed scientific sources and strategies for the development of Polish universities, conducted interviews with the heads of structural units and teachers it was concluded that strategic talent management in Polish universities tends to be based on a general development strategy taking into account the long-term goal and the organizational structure of the university. The problem of building up individual strategies will be explored for the teacher development within the departments of management in the universities of the Republic of Poland in further studies.
