Abstract
The monograph considers state-public management on new worldview principles of postmodern methodology, systemology and synergetics, the theory of child centrism, hermeneutics and management philosophy. For the first time, a theoretically substantiated system of managerial activity of the department of education in small towns on democratic principles was opened through partnership, dialogue and trust in the self-organizing active "child-school-society" system. The social and pedagogical conditions for managing the departments of education are clarified with the aim of transforming education into a system that develops and is capable of ensuring the development of the individual, the innovative development of the school and society. The author's models of a trusted student are presented theoretically, the School of Confidence Culture as a school for the three vectors of development of the School of Confidence-Building Schools of Public Confidence-Schools of Confidence Culture, the methodology for their implementation in educational practice, and the corresponding evaluation criteria and indicators on which it was proposed to determine the effectiveness of the activities of the school and the department of education. The monograph is intended for scientists, workers of education, leading personnels of different management hierarchical levels, civil servants, teachers of postgraduate institutes with their activity to the secondary education management; as well as for students, persons working for doctor’s degree and post-graduate students interested in the questions of educational management and ita reformation based on innovative principles.
