Abstract
Organizational-pedagogical principles of management of a multidisciplinary out-of-school educational institution. – Qualifying scientific work on the rights of manuscripts. Thesis for Candidate’s Degree in Pedagogical Sciences in specialty 13.00.06 – Theory and Methods of Educational Management. – Institute of pedagogy of NAPS of Ukraine, Bohdan Khmelnitsky National University at Cherkasy of the Ministry of Education and Science of Ukraine, Kyiv, 2018. Thesis presents the socio-economic background of the emergence and development of out-of-school educational institutions in Ukraine, which determine the dynamics of the development of the first institutions of extracurricular education from the beginning of the twentieth century. Іn the context of cultural and educational work it is shown that during the first half of the last century the system of out-of-school education was finally formed, which provides the opportunity to stimulate and develop the abilities and interests of children in the field of art, painting, technology, tourism, physical education and sports, as well as identify types of institutions of extracurricular education – specialized and integrated (multiprofile), become constancy content and imperative-directive-unified forms of their work. It is noted that during the second half of the twentieth century, characteristic features of the modern institution of extracurricular education gradually formed as an object of strategic management. In thesis it is substantiated that the state of the normative-legal provision of the management of the institution of out-of-school education is considered at four levels: at the level of bodies of local self-government, bodies of state power, bodies of executive power; at the level of the institution of extracurricular education; at the level of the leaders of the circles; at the level of pupils, students and students of institutions of extracurricular education and their affiliates. In thesis the status of development of out-of-school educational institutions of an independent Ukraine and the classification of legislatively-normative base of out-of-school education are presented. It is exposed the normatively-legal and personnel support of institutions of out-of-school education and the problems of their functioning and development are shown. The basic concepts of research are specified, in particular: «out-of-school education», «multidisciplinary out-of-school educational institution», «organizational and pedagogical principles of management of multidisciplinary out-of-school educational institution»; conceptual provisions of organization of pre-vocational and vocational education in non-school educational institutions are substantiated. On the basis of the analysis of scientific works and practice of the management of out-of-school educational institutions, it became clear that domestic scientists pay much attention to the genesis of the development of out-of-school education in Ukraine, organizational and pedagogical and financial and economic problems of the functioning of the system and institutions of out-of-school education. However, the issues of organization of management of pre-vocational and vocational education in the conditions of out-of-school educational institutions, the system of management of out-of-school education, and the state and public administration of these institutions on the partner-confidence and democratic principles of the child (man) centrism are still insufficiently studied. The characteristic features of modern out-of-school educational institutions are determined as an open socio-pedagogical system, strategically oriented organization and object of management. Theoretical analysis of the author’s classification of the functions of management of socio-economic systems and their varieties – socio-pedagogical systems, which include out-of-school educational institutions, a definitive analysis of their concepts, allowed to determine the cycle of management of out-of-school educational institutions: planning, organization, motivation, analysis and control, management, coordination. The test of the effectiveness of the simulated system was carried out during experimental and experimental work. The legal and normative-guidance documents, according to which the management in out-of-school educational institutions of Ukraine is carried out is systematized, its personnel, organizational, educational-methodical, financial-economic, technical and technological support. The organizational foundations of the functioning of the multidisciplinary out-of-school educational institutions are substantiated: the organogram, the typical Statute taking into account the specifics, the statutes of the bodies of public governance and students’ self-government, the rules of the internal order of out-of-school educational institutions; Regulations on: Board of the institution, board of trustees, pedagogical council, organization of pedagogical activity and its effectiveness, the rules of internal order, schedule of classes, typical job placement instructions of employees and job description of the artistic director of the creative team, the function and duties of the participant of the experiment, the complex organizational mechanism, organizational culture; pedagogical principles of educational process management are defined: the educational program of , its essence and structure, educational programs for out-of-school educational institutions, the content of out-of-school education, pedagogical technologies. According to the results of the research, the model of the system of management of the multidisciplinary out-of-school educational institution based on the principles of the child (man) centrism is developed and scientifically substantiated and strategic management, in the correlation of its structural components, which are described in detail. In thesis theoretically substantiated methodological-target, subjective-activity, organizational-content, technical and technological and performance-estimating components of the system of the multidisciplinary out-of-school educational institution on the basis of the child (man) centrism and management as a strategically oriented organization and their interconnections. The conditions ensuring the efficiency of management of this institution (normative-legal, scientific-methodical, organizational-pedagogical, organizational-procedural, organizational-psychological, material and technical) are determined. The functioning of the simulated system is ensured by a rational combination of vertical and horizontal organizational-managerial, functional, informational-communication, content-didactic connections, is a purposeful and organized process, which is implemented on the basis of conceptual and organizational-pedagogical principles and on the basis of a set of conditions.
