Abstract
The key mechanism for ensuring the quality of education is the principle of decentralizing the management of educational space, which involves the transfer of significant powers and budgets from state bodies to local self-government bodies. So, in order to have as much authority as possible bodies closer to people, where such powers can be realized most successfully.
