Abstract
The aim of the article is a comparative analysis of models of realization of the state educational policy on introduction of inclusive education in Europe. Analyzes the process of formation of modern ideas about the essence and purpose of inclusive education as a way of implementing the principle of equal rights and opportunities for all citizens to receive education. Discloses the concept of «children with special educational needs» in domestic and foreign practice of inclusive education. Studied foreign experience and discovered ways of introducing models of implementation the public education policy for children with special educational needs in Ukraine. The current state of implementation of inclusive education in Ukraine on the results of monitoring research, which is conducted during 2010-2012 of the Department of monitoring researches in the education of the Institute of innovative technologies and content of education by the order of Ministry of education and science of Ukraine characterized. Inclusive education in Ukraine is presented as a complex, multifaceted problem that requires consideration from the standpoint of social policy in general and education in particular, as well as public administration ща education, pedagogy and psychology.
