Abstract
The monograph presents the solution of the scientific problem of substantiation of theoretical and conceptual foundations of state and public management of educational institutions as active social-pedagogical systems in the information society; the methodology of construction, modernization and implementation of the system of state and public administration of educational institutions and its active component of an integrated management mechanism is given; the specifics of management activity are determined. In the monograph the methodological and theoretical foundations of state and public administration as a scientific phenomenon and object of research in the theory and methodology of educational management, the conceptual foundations of active systems in the three-component system "active system – state and public administration – management mechanism" are disclosed for the first time; the conceptual model of the management of educational institutions and its submodel, the social context of the management mechanism are theoretically substantiated and the principles of the mechanisms in the coordinates "activity – launch of mechanisms – efficiency of management" are grounded; the interconnection of the binary system "management – management mechanism" was analyzed and its influence on the efficiency of the management process and management activity of the head of the educational institution in the modern conditions of multi-vector development of the information society was revealed. The monograph is intended for scientists, pedagogical workers, managers of various hierarchical levels of government, government employees and representatives of united territorial communities, teachers of the institutions of postgraduate education and public institutions which direct their activities to the management of general secondary education; students, doctoral students and postgraduate students who study the problems of educational management and its reform on an innovative basis.
