Abstract
In the article in the comparative aspect decentralization processes in special education of Ukraine and Poland are considered. The changes in the Polish educational policy in the early 90's of the twentieth century were analyzed. The changes were also analyzed during the period of Poland's accession to the European Union on the basis of the European dimension of education. The main tendencies of changes in the management of the education system are considered. The process of formation of autonomy of the school is characterized. An important strategy for the decentralization of secondary education is the experience of European countries. The author notes that today inclusive education is a determining factor in human development. This is especially important in the modern globalized world for people with disabilities. It provides individual development of the personality, future specialist, shapes the intellectual, spiritual and production potential of the state. It serves as a strategic resource for socio-economic and cultural development of society and is a source of improvement in people's well-being. It provides national interests and strengthens the credibility and competitiveness of the state in the international arena. Therefore, today it is important to institutionalize two interrelated systems: local self-government and inclusiveness. The totality of these systems allows us to fully disclose the process of formation and the internal development of territorial education. It combines national, cultural, economic and political phenomena. With their help, local selfgovernment, in general, solves problems of local significance. On the other hand, it is the creation of a system of people-to-people relationship. They occur between people or social groups based on their association with similar interests
