Abstract

In the article, the important theoretical and methodological aspects of the comprehensive educational institution innovative development are covered. On the basis of the analysis conducted on the scientific literature and the definition of the essential specific features, the concept innovative development of a comprehensive educational institution was specified; it is a process related to the qualitative interrelated innovative changes in all components of an educational system of a contemporary academic institution that is predetermined by the voluntary innovative educational activities of its teaching staff; these changes lead to the qualitatively new, innovative educational outcomes. The content (structural and functional) as well as the procedural aspects of a comprehensive educational institution innovative development were studied; the key components of its system were underscored; the principal function of the general development (informational and educative, educational and self educational, incentive and motivational, prognostic and forward, project, organizational and resource, methodological, evaluative and regulatory ones) were defined. The stages of the innovative development of a comprehensive educational institution were determined; they are the following: functioning, conceptualization and projecting, implementation, evaluation, adjustment, functioning (then, there is the repetition of the same cycle). The essential features of the innovative development process of a comprehensive educational institution which are significant for the evaluation theory and practice (determination, consistency, complexity, variability, dynamics and duration, progress (the aim to achieve the more optimal and the improved aspects), intensity (the focus on the achievement of the qualitatively new form and content of activity), initiative (the voluntary and the excessive nature of the pedagogical staff activity), experimental) were outlined. The concept evaluation of innovational development of general educational institution was specified; it is a process of ensuring a qualitative level and the quantitative indexes (general ones and the ones for each individual component) of the innovative development of a comprehensive educational institution which is provided a qualitative and quantitative, objective as well as specified evaluation.
