Abstract
The paper outlines the specific features of implementing the national policy for meeting the needs of people with special needs. It is argued that the current reform of education for children with special needs, and, first of all, with disabilities draws on progressive international trends, moving away from institualization to inclusion. The innovative methodological paradigm for this reform is based on child-centered principles that focus on indentifying the inherent capabilities and interests of each individual child, creating a supportive environment to facilitate his or her development and provide opportunities for his or her success in learning and, more generally, in community.
