Abstract
The article highlights, substantiates and characterizes the factors of development of general secondary education, the classification of these factors is given. The actuality of the study is caused by the need to select and justify, to develop a classification of the factors of development of general secondary education, which is one of the prerequisites for making sound predictions of the course of this process. The factors of the development of general secondary education are the internal or external conditions, driving forces, the causes of this process, which determine its characteristic features (the character as a whole); factors of this development. Analysis of the scientific literature gave the author the opportunity to substantiate the grounds and develop a classification of the factors of development of general secondary education. Several foundations (attributes) were used to implement this classification. By the first reason, origin, one can distinguish external and internal factors of the development of general secondary education. For the second reason, the territorial affiliation, external factors can be divided into domestic and international. Both internal and international factors of the development of general secondary education can be divided by one reason, the sphere of functioning, into eight identical groups, namely: political and legal, scientific and technical, economic, socio-economic, demographic, socio-cultural, educational, socio-psychological, environmental factors. In turn, the internal factors of the development of general secondary education can be divided by the functional attribute into seven groups (socio-cultural, socio-psychological, psychological, managerial, scientific-methodical, material, technical, and financial). The indicated factors and groups of factors are closely interrelated, being in direct or mediated, direct and reversal connection. The prospects for further research are connected with the creation of a methodology for an expert survey on determining the impact of the selected factors on the development of general secondary education in Ukraine, its pilot testing and the implementation of the practice of educational and pedagogical prediction.
